DOVER -- October 22, 2025, Dover Conservation Commission issues enforcement order after homeowners fill wetland buffer without permits. The commission voted unanimously at its October 22 meeting to require Adam and Renee, the new owners of 21 Chestnut Hill Lane, to hire a wetland scientist, install erosion controls within one week, and prepare a full restoration plan after Conservation Commission Chair John Sullivan and consulting agent Janet found an estimated 100 or more cubic yards of fill and unauthorized tree removal in a protected wetland buffer zone. The property sits adjacent to an approximately 8-acre conservation restriction draining to Trout Brook, with a history of prior orders of conditions the owners said they had not been made aware of at closing. The commission also unanimously approved an order of conditions for a four-bedroom septic replacement at 6 Grand Hill Drive, granting two setback waivers and waiving associated fees, with a condition that revised plans be submitted before any construction begins.
