Dover Conservation Commission Approves Soil Test Permit, Defers Two Compliance Cases

DOVER -- November 5, 2025, Dover Conservation Commission unanimously approved a septic soil-testing permit at 14 Metobrook Road and raised concerns that Aquarian Water may be drilling test wells on conservation land without required filings. The board voted 5-0 at its November 5 meeting to issue a negative determination of applicability, the commission's lowest level of oversight, for soil testing at 14 Metobrook Road, subject to conditions including an unaccepted wetland delineation. Two certificate-of-compliance cases, 30 Mill Street and 7 Buttercup Lane, were continued after the conservation agent found required boundary markers and signage had not been installed at either property. Members authorized up to $3,500 to mow the Valley Farm conservation field to address cypress spurge overgrowth and approved a $14,322.50 agent invoice covering enforcement visits and transition to online permitting. The board's sharpest exchange concerned reports of Aquarian trucks on Haven Street near the Ponzi land parcel; members said the commission had received no notice of any testing activity on the wetland-adjacent town property and directed staff to contact the town administrator's office for answers.
