Dover Conservation Commission opened contested wetland hearings on four Incendia Partners lots tied to a 40B housing appeal still before Superior Court, while voting unanimously to hire EcoTech and wetland scientist Paul McManus as independent peer reviewer at the applicant's expense. Chair John, speaking for the commission at its July 8 remote meeting, continued all four notices of intent, Trout Brook Road Lots 1A, 2A, and 4 and Edgewater Drive Lot 45, to August 12, directing the applicant to stake out house footprints, driveways, septic outlines, and floodplain mitigation areas using color-coded markers. Commissioners raised concerns about Trout Brook's status as one of the last cold-water streams feeding the Charles River, flagging a Native Fish Coalition study and a U.S.
Army Corps of Engineers master plan update for the Charles River Natural Valley Storage Area as potential regulatory flashpoints. The board also issued two certificates of compliance for 1 Mill Street, approved a pool order of conditions at 26 Donnelly Drive with a new standard condition barring pool filling from on-site wells, and warned 31 Springdale Avenue owner Will Mitchell that a fining process, unused in decades, may be initiated if a topo map and restoration plan are not delivered by July 22.
