Dover Conservation Commission Approves Bridge Funds, Flags Rule Drive Sale Compliance Risk

DOVER — October 8, 2025 — Dover Conservation Commission approves bridge supplies and agent invoice while pressing two properties on lagging restoration compliance. The commission, meeting virtually on October 8, voted unanimously to authorize up to $1,000 in supplies for a trail bridge at Springdale Meadows and to pay consulting agent Janet's September invoice of $10,752 — roughly half of which covered non-applicant town work including departmental consultations and permit reviews. Ecological consultant Chris Prderoli of Goddard Consulting reported a 98 percent tree survival rate across more than 600 plantings at the Miller Hill Road enforcement site, with third-party reviewer Paul McManis of Ecotech calling the site "on a really good trajectory." At 14 Rule Drive, co-owner Phil McGowan acknowledged that no planting, signage, or bounds installation has occurred since a June 25 order of conditions, and that the order of conditions has not been recorded at the registry of deeds despite the property being listed for sale. Commission Chair John Sullivan warned that at a run rate approaching $120,000 annually, the town's consulting-agent budget model has required reserve fund transfers for at least three consecutive years, with a warrant deadline approaching in February.
