Dover Conservation Commission Warns Springdale Avenue Owner That Fines Are Imminent

Dover Conservation Commission warns it will begin fining a long-delinquent Springdale Avenue property owner as a four-year wetland enforcement case drags on with no restoration plan in hand. At the July 22 remote meeting, Chair John Sullivan told newly appearing consultant Doug Dillon — standing in for absent property owner Will Mitchell — that the commission is "kind of pissed" and is actively scheduling a town counsel consultation to nail down the fines process, including whether fines would attach as a lien on the property. Dillon said surveyor Cheney Survey has promised plans within two to three weeks, with a restoration plan to follow within about a week and a half.

Peer reviewer Paul McManus of Ecotech urged the commission not to wait to pursue the legal question, saying it should act "tomorrow, not after." The commission separately voted 4-0 to issue an order of conditions for a one-in, one-out stream crossing at 0 Farm Street and approved certificates of compliance for 6 Draper Road and 17 Yorkshire Road.
