Dover Conservation Commission Clears Three Permits, Continues Water Main Hearing

DOVER — February 11, 2026 — Dover Conservation Commission approved permits for three properties and continued a complex drinking water main application at its February 11 virtual meeting. The board voted unanimously to grant a three-year order-of-conditions extension to Kristen and Brian Scallabrini at 6 Sterling Drive, delayed by the dissolution of GLM Engineering; issued a certificate of compliance for 7 Buttercup Lane after the project met all permit terms; and closed the hearing and approved an eight-condition order of conditions for a driveway replacement at 6 Draper Road. The Old Farm Road Water Trust's Notice of Intent — DEP file 144-0940 — proposing a new drinking water main beneath a deteriorating town culvert was continued to February 25 so Conservation Agent Janet can add at least four new special conditions addressing dewatering, temporary stream bypass, and unanticipated repairs. The commission also directed Janet to send a letter requiring non-compliant property owner Will Mitchell of 31 Springdale Road — under an enforcement order for more than two years — to appear at the March 11 meeting.
