Dover Boards Appoint Two Planning Members, Clear Hail Education Building

DOVER -- January 5, 2026, Dover's Planning Board and Board of Selectmen jointly appointed two new planning members and approved a 2,000-square-foot accessory building for Hail Education at a joint session Monday. Planning Board Chair Carol and Board of Selectmen Chair Robin Hunter presided over unanimous seven-member votes appointing Nicholas Bow as a full voting member and Eric Abberali as an alternate member, both with terms expiring at the May 18, 2026 town election. The boards also unanimously approved a preliminary site plan review for a 1.5-story log-cabin-style camp support building on Hail Education's more-than-300-acre parcel at Zero Powisset Street, subject to ten conditions including a requirement that the project remain compliant with conservation restrictions currently under state review. Executive Director Aaron Mohouse said revised conservation restriction documents covering more than 900 acres were approved by Hail's board in December and would be submitted to the state within days, with municipal signatures sought in the first quarter of 2026. Sitting alone, the planning board also unanimously approved a 285-square-foot storage shed at 3 Claybrook Road and corrected its submitted operating budget from $263,207 to $263,522 due to a salary calculation error.
