Dover Warrant Committee Approves $47.2 Million Budget, Master Plan, and Stabilization Transfers

DOVER — April 1, 2026 — Dover's Warrant Committee endorsed a $47.2 million operating budget and a slate of financial articles at its April 1 meeting, with the recommended budget growing just 1.5 percent over the prior year. Finance Director Chris Dwyer credited conservative departmental budgets, a school circuit breaker accounting change, and a pullback in the town's optional OPEB contribution — noting that Dover's OPEB fund is nearly 70 percent funded, placing it in roughly the 95th percentile statewide. The committee voted unanimously to recommend a $218,362 deposit into the general stabilization fund and an $800,000 free cash transfer to reduce the tax rate, while also endorsing a $200,000 appropriation for the town's first substantive master plan update since 2002. A $60,000 sustainability climate action plan article passed 6-1, though the sustainability committee was set to meet April 2 to decide whether to withdraw it before town meeting. The site plan review bylaw rewrite was deferred pending a Planning Board public hearing on April 6.
