Dover Finance Committee Approves $47.2 Million Budget With Unusually Low 1.5 Percent Increase
DOVER — March 30, 2026 — Dover's Finance Committee unanimously recommended a $47.2 million operating budget for fiscal year 2026, representing only a 1.5 percent increase over the prior year — the smallest in recent memory. The committee, meeting remotely on March 30, completed votes on nearly all remaining warrant articles ahead of the Annual Town Meeting, including a unanimous 7-0 recommendation for a $200,000 appropriation to launch the town's first substantive master plan update since 2002, and a 7-0 vote to transfer $800,000 from free cash to reduce the tax rate. Director of Finance Chris Mathias attributed the unusually lean budget increase to conservative departmental requests, a school department accounting change on circuit breaker reimbursements, and the town's decision to pause supplemental OPEB contributions — moves he said are supported by an OPEB fund already at 70 percent funded, placing Dover in the 95th percentile statewide. A $60,000 Climate Action Plan appropriation passed 6-1, with the Sustainability Committee's representative indicating the committee would decide at a meeting the following day whether to withdraw the article before Town Meeting. The Finance Committee deferred its vote on a site plan review bylaw overhaul pending a Planning Board public hearing on April 6.
