Dover Finance Committee Unanimously Recommends New Site Plan Review Bylaw for Town Meeting

DOVER — April 15, 2026 — Dover Finance Committee backs site plan review overhaul that would exempt pools and small garages from Planning Board scrutiny. The committee voted unanimously Wednesday to recommend adoption of a revised zoning bylaw that removes the site plan review requirement for all residential swimming pools, sheds and garages under 1,015 square feet, and sports courts under 1,015 square feet in R1 and R2 districts. Planning Board member Carol, presenting on behalf of the board, said the change is expected to reduce partial site plan review applications by "somewhere between 50 and 75 percent," noting that pools alone have generated eight to 12 applications per year for three or four years without ever drawing meaningful abutter objection. The 1,015-square-foot threshold matches the footprint of a standard three-car garage and was chosen to give residents a single clear benchmark. The revised bylaw also mandates abutter notification for all remaining partial site plan reviews, codifying a practice the Planning Board has followed informally for roughly seven years.
