Dover Finance Committee Approves $62,500 Conservation Commission Transfer, Adds Member

DOVER -- June 3, 2026, Dover's Finance Committee unanimously approved a $62,500 reserve fund transfer to the Conservation Commission and seated a returning member at its June 3 remote meeting. The transfer covers a recurring shortfall in the commission's agent services budget, a gap the committee expects to close permanently now that the higher cost is built into the fiscal year 2027 budget. The committee voted 5-0 to appoint Steve Mugowski, a corporate lawyer and former six-year committee member, to fill the seat vacated by Simone's resignation in December. Most of the meeting was an informal postmortem on the annual town meeting, where two capital projects, a fuel island replacement and Carroll Park sport court improvements, and a Planning Board site plan review bylaw were all defeated despite Finance Committee endorsement; a town official told the committee the fuel island lost by just 14 votes and said a special fall town meeting is under consideration, with engineering firm Woodward and Curran potentially engaged to price a repositioning option estimated to add $300,000 to $500,000 to the project cost.
