Dover Finance Committee Previews Town Meeting Warrant, Reviews Blue Book Production

DOVER -- April 29, 2026, Dover Finance Committee wraps up before Town Meeting with Blue Book postmortem and agenda walk-through. The committee, meeting remotely on April 29, approved minutes from its April 15 session and used its final pre-Town-Meeting gathering to assign speaking roles on warrant articles and review production problems with this year's budget summary, traditionally called the Blue Book, which arrived in residents' mailboxes with a white cover instead of the expected blue one due to a printer error. Chair Woody reported that printing costs were roughly half those of the prior year despite higher-quality paper and color printing, and members agreed to implement earlier deadlines and mandatory physical proofs next year. Two capital budget items within Article 5, a fuel island and a parking lot and pickleball court project, each require a two-thirds supermajority at Town Meeting, with organized opposition already planning a presentation against the fuel island.
