Dover Planning Board Unanimously Approves Two Residential Pool Projects

DOVER — June 16, 2025 — Dover Planning Board approves two residential pool site plans and moves toward hiring a town planner. The board voted 4-0 at its June 16 Zoom meeting to approve in-ground pools at 28 Valley Road, a 16-by-32-foot vinyl liner pool proposed by Bluepool Inc. for owner Richard Garren, and at 134 Denim Street, a gunite pool and spa sited on an existing clay tennis court with proposed lot coverage of 17.8 percent against a 20 percent maximum. Chair Carol Lisman said a candidate's application had been circulated that day and a hire vote was set for a special Monday morning meeting, with Lisman expressing hope the new planner would be present at the July meeting. Lisman also reported that a Massachusetts court last week dismissed a nine-town lawsuit challenging the MBTA Communities Act as an unfunded mandate, with the judge noting the law "does not require building, it just requires zoning." The board's June 30 meeting was canceled; the next regular session is July 14.
