DOVER — May 19, 2025 — Dover Planning Board unanimously approves Hale Education conservation land transfer and Tubric Road lot swap. Chair Carol Lisbon presided over the May 19 Zoom meeting where the five-member board voted 5-0 on both Approval Not Required plans; the Hale Education ANR clears a critical step toward permanently protecting a large Dover-side tract under conservation restrictions held by the Trustees of Reservations and the Dover Land Conservation Trust, with the full transaction expected to close within three to four weeks. On the MBTA Communities Act, board member Jody Shu reported Dover has submitted its draft overlay bylaw and proposed district location to the state Executive Office of Housing and Livable Communities, with a public hearing set for September 8 and a special town meeting on September 29 — a timeline Shu called "a little tight" given the agency's 90-day review window. The board also confirmed that a $10,000 tree preservation grant has been extended through June 30, 2026, and said two finalists for the vacant town planner post will advance to panel interviews the week of June 2.
