Dover Planning Board Re-elects Lisbon Chair, Eyes Special Town Meeting for Zoning
DOVER -- June 2, 2026, Dover Planning Board reorganizes and launches postmortem after zoning articles fail at annual town meeting. The board unanimously re-elected Carol Lisbon as chair and Valerie Lynn as vice chair at its June 2 meeting, and appointed Katie Williams as liaison to the Open Space Committee. Members also approved a preliminary site plan review for a 20-by-40-foot in-ground pool and shed at 10 Claybrook Road and voted to waive their annual stipends, $50 per member, $100 for the chair, for fiscal years 2026 and 2027. A significant portion of the meeting focused on lessons from the May annual town meeting, where zoning bylaw articles backed by the board faced opposition fueled in part by anonymous flyers and social media posts containing what members called misinformation; Lisbon noted that no planning board member was contacted by any opponent before or during the meeting. The board discussed potentially using a special town meeting for future substantive zoning changes, and staff flagged that affordable units at the Meadows development may be missing from the state's Subsidized Housing Inventory, potentially affecting Dover's 40B threshold.
