Dover Planning Board Continues Zoning Hearing, Approves Tubwreck Drive Shed
DOVER — April 6, 2026 — Dover Planning Board opens public hearing on two ATM zoning articles, continues to April 13. The board voted 4-0 twice on the articles — once to open the public hearing and once to continue it to April 13 — giving Town Planner Melissa SantucciRozzi time to revise draft language before a potential vote three weeks ahead of the May 4 Annual Town Meeting. Article 18 cleans up the accessory dwelling unit bylaw in response to a December 15, 2025 Attorney General letter, replacing "single-family dwelling" with "principal dwelling" throughout. Article 19 would overhaul the site plan review process, creating separate partial and full review tracks, introducing a two-year expiration period for approvals, and adding exemptions from partial review for three-car garages under 1,015 square feet, storage sheds under 1,000 square feet, all pools, and sports courts under 1,000 square feet. Residents Tom Heer, Jonathan Fryer, and Michael Savage raised questions about extension procedures, noise standards, the two-year validity period, and short-term rental burdens; Chair Carol Lisbon told Fryer, who pressed for noise standards before the bylaw moves forward, "I know it when I see it." The board also approved, 4-0, a Preliminary Site Plan Review for a 280-square-foot storage shed at 3 Tubwreck Drive for applicants Marc Ahdab and Kathleen McMorrow.
