Dover Planning Board defers votes on two major zoning bylaw amendments. The Board held a public hearing on Article 18 amendments to Accessory Dwelling Unit regulations and Article 19 revisions to the Site Plan Review process, continuing the hearing to April 13 after extended community discussion. Town Planner Melissa SantucciRozzi presented the amendments as compliance with state Attorney General guidance and a first step in updating bylaws unchanged for 10 to 20 years.
Residents including Justine Kent-Uritam, Tom Heer, and Jonathan Fryer raised concerns about water supply, structure exemption sizes, noise regulation, and abutter notification. In separate business, the Board unanimously approved a Preliminary Site Plan Review for a 280-square-foot storage shed at 3 Tubwreck Drive, with conditions including stormwater and Conservation Commission compliance. Voters will address the bylaw amendments at the May 4 Town Meeting.
