Dover Planning Board Approves Two Residential Pool Projects Unanimously

DOVER — October 6, 2025 — Dover Planning Board unanimously approves two pool site plans and adopts new ADU address policy. The three-member board, chaired by Carol Lisman and including members Val Williams and Katie Williams, voted 3-0 at the October 6 meeting to approve a small plunge pool at 129 Center Street for owners Adam Olsen and Lara Saus, and a larger pool compound — featuring an 884-square-foot pool house, 19-by-40-foot pool, spa, outdoor kitchen, and fenced terrace — at 15 Hamlin's Crossing for owner David Gross. Both approvals carry conditions barring use of on-site well water, and the Hamlin's Crossing decision adds an explicit prohibition against classifying the pool house as an accessory dwelling unit after earlier plans were revised to remove permanent kitchen appliances. Town Planner Melissa Santucci Rossi presented a new four-category ADU address numbering scheme developed with the town's fire and police departments, telling the board the system is designed so emergency responders "immediately know where to go" when a call comes in to a property with a second unit.
