Dover Planning Board Approves Solar Array, Orders Sign Enforcement at Denim Street

DOVER — November 3, 2025 — Dover Planning Board approves Center Street solar array, continues scenic road hearing after finding unauthorized tree removals. The board voted 4-0 Monday to approve a preliminary site plan for a 24.2-kilowatt ground-mount solar array at 139 Center Street, then continued a scenic road hearing for 152 Walpole Street to November 17 after Town Planner Melissa Sanucchi Rosie determined that four trees — not the two acknowledged in the application — had been removed from the Walpole Street right-of-way without town approval. Applicant representative Ron Tiberi and attorney Vin said they could not explain the pre-approval cutting, and Chair Carol Lisbon demanded that someone with direct knowledge appear at the next meeting. The board also voted 4-0 to request zoning enforcement against a 10-square-foot Caran Luxury Developments sign at 93 Denim Street, one square foot over the residential limit, and directed Sanucchi Rosie to notify the company that its standard signs throughout Dover appear to be similarly oversized.
