Dover Planning Board Approves Pine Street Redevelopment, Wilsons Way Pool in Unanimous Votes

DOVER — June 29, 2026 — Dover Planning Board unanimously approved three land-use applications and reappointed four Tree Preservation Committee members at its June 29 Zoom meeting. The board granted a scenic road determination allowing removal of four trees at 146 Claybrook Road for applicants Lynn Hawkins and Sarah Vazquez, directing that trees near utility lines be handled through the town's DPW and Eversource rather than removed, and conditioning approval on planting three replacement trees at locations approved by both Tree Warden Kevin McCabe and the Conservation Commission. The board gave preliminary site plan approval for a full residential redevelopment at 138 Pine Street by Philip and Alicia Amato — encompassing an ADU, pool, barn gym, and pool cabana on a six-acre lot — with conditions prohibiting short-term rental of the ADU and requiring dark-sky lighting. A simpler pool and shed plan at 1 Wilsons Way for Robert and Amanda Shapiro passed with added conditions protecting an equestrian easement used by neighboring Sage Farm, whose owner Mike Hoffman told the board, "We had to go out and actually try to find the easements — they just didn't care about where the easements were." Valerie Lin, Janet Bowser, Jeanne Lukenda, and Jay Crocker were reappointed to the Tree Preservation Committee for two-year terms ending June 30, 2028, with two seats left open after Shannon Cody and Boynton Glidden stepped down.
