Task Force Chair Robin told attendees the town currently sits at 2.82 percent on its Chapter 40B subsidized housing inventory and needs roughly 145 more qualifying units to reach the 10 percent threshold that limits developer-initiated comprehensive permits, warning that without action the figure could drop further after the 2030 census reset. Consultant Judy Barrett outlined compounding regulatory barriers, including an unmapped multifamily zoning district, a unique "perfect square" lot rule, and local environmental setbacks stricter than state minimums, that she said leave developers with no practical alternative to Chapter 40B filings. Consultant Peter Flinker presented scale models and case studies from Norwell, Stow, Wayland, and Lexington showing how rural towns have accommodated cottage clusters, senior villages, and mixed-use centers while preserving open space, using three illustrative Dover sites, the 75-acre O'Connor Center property, a Junction Street parcel near the high school, and the town center, as planning exercises. A former Dover School Committee member challenged the group on fiscal math, arguing that a unit generating $7,000 to $8,000 in property taxes with one school-age child costs the town money at a $15,000-per-pupil education rate.
