Dover Finance Committee Unanimously Backs $2.6 Million in Capital Projects

DOVER — March 26, 2026 — Dover's Finance Committee voted unanimously to recommend more than $2.6 million in capital spending at a March 26 warrant session, advancing seven infrastructure articles ahead of Annual Town Meeting. The panel backed a $1.725 million fuel island replacement at the DPW facility, where contaminated diesel tanks installed in 1994 have reached the end of their useful life; a $200,000 town contribution to a $1.2 million town center traffic signal upgrade largely funded by a state bottleneck grant; and a $150,000 replacement of the Carroll Park drinking water tank serving Chickering Elementary School, which state regulators are expected to sanction next summer if left unreplaced. Two $150,000 feasibility studies — one for the public safety building, which Chair Woody Chelman said could cost $15 million to $40 million to renovate or replace, and one for a comprehensive HVAC overhaul of the townhouse — were also recommended unanimously. A $500,000 Carroll Park parking lot and pickleball court renovation package drew the most debate, with Capital Budget Committee liaison Cam describing his committee's approval as reluctant and conditional on environmental review clearance.
