Dover Finance Committee Approves $2.7 Million in Capital Projects at March 25 Meeting

DOVER — March 25, 2026 — Dover's Finance Committee unanimously approved six capital spending articles totaling $2.725 million at its March 25 remote meeting. The largest item was a $1.725 million appropriation to replace the town's 1994 DPW fuel island, which Department of Public Works Director Kevin Intini said has reached end of life after developing microbial contamination in the diesel tank and sits in violation of an AT&T easement; he presented data showing the town saved roughly $1.175 million over two years buying fuel on state contract at $2.62 per gallon versus $3.99 at nearby commercial pumps. The committee also approved $200,000 for town center traffic signal improvements leveraging a $1 million MassDOT bottleneck grant, $150,000 to replace the Carroll Park drinking water pressure tank serving Chickering Elementary School before an anticipated DEP order of violation, two $150,000 feasibility studies for the public safety building and Town House HVAC system, and $500,000 for Carroll Park parking lot drainage and pickleball court renovations — the last item approved over Capital Budget Committee reservations and conditioned on environmental approvals.
