Dover Conservation Commission Unanimously Backs Hale Reservation's Permanent 1,109-Acre Conservation Restrictions

DOVER — May 14, 2026 — Dover Conservation Commission unanimously backed permanent conservation restrictions on 1,109 acres of Hale Reservation land at its May 14 meeting. The commission voted 5-0 on each of two separate restrictions — CR 17494 Westwood-Dover covering roughly 972.5 acres and CR 17493-Dover covering approximately 136 acres — granting the Trustees of Reservations perpetual authority to enforce limits on development while Hale Reservation Inc. retains ownership. Rob Warren, a Trustees consultant, told the commission the larger parcel caps total building coverage at 190,000 square feet through 2027, rising to a permanent ceiling of 400,000 square feet, with no Marriott-style commercial lodging or residential subdivision permitted. Executive Director Aaron Morehouse called it "a generational achievement" and noted the reservation served 16,000 program participants and 189 schools last year. The board also approved three months of conservation agent invoices totaling $37,825 and voted to seek a $62,500 reserve fund transfer from the Warrant Committee to cover a projected budget shortfall through the end of fiscal year 2026, with the full year's conservation agent spend now projected at roughly $150,500 against an original appropriation of $88,000.
