DOVER — May 13, 2026 — Dover Conservation Commission approves 14-unit mixed-use development, punts industrial warehouse case over DEP stormwater dispute. The commission voted unanimously Wednesday to approve a notice of intent and land disturbance permit for AJM Construction's mixed-use project at 1325 Main Street — two seven-unit multifamily buildings and a rear commercial building — after peer reviewer TEC issued a clean letter and the Planning Board approved the project Monday. The weightiest debate involved a proposed 21,000-square-foot industrial building at 600 Woburn Street, where engineer Gene Sullivan, representing Pepti Corporation, told commissioners that DEP had flagged his infiltration basin as too close to an adjacent wetland: "We do this all the time and put it right there. That's where the basins go next to the wetlands because that's the low point of the site." Sullivan said his firm has roughly 100 comparable basins statewide sited at 25 feet without prior objection; the commission continued the matter to June 24 while Sullivan seeks DEP clarification directly.
