Dover Conservation Commission Approves Tender Road Office Conversion, Flags $32,000 Budget Overrun

DOVER — March 12, 2025 — Dover Conservation Commission unanimously approved an enclosed home office conversion at Tender Road and flagged a serious budget shortfall at its March 12 meeting. The board voted to issue a negative determination of applicability for the Tender Road project, finding no ground disturbance was involved and that an existing concrete slab made the work essentially non-jurisdictional, though it retained modified special conditions allowing construction materials on the driveway. Commission Chair John disclosed that the conservation agent's $88,000 annual budget has been nearly exhausted with months remaining in the fiscal year, with the actual run rate estimated at $120,000 to $125,000 annually; a February invoice alone totaled $12,359, leaving roughly $1,600 in the professional services account. The commission voted unanimously to pay the February invoice and said it will seek a reserve fund transfer and a higher FY26 budget request, noting that roughly 40 percent of the agent's recent charges covered work performed for other town departments with no separate funding. Three applications — 35 Brookfield Road, 92 Main Street, and 88 Pine Street — were continued, and the commission set an April 9 deadline for Certificate of Compliance submissions from two spec-built homes at 6 Metobrook Road and 42 Hartford.
