Dover Conservation Commission Recommends New Member, Cites Two Wetland Violations

DOVER — August 23, 2023 — Dover Conservation Commission votes to recommend new member and confronts two wetland violations. The commission unanimously recommended Amra Koreshi, a Wellesley College employee and Circle Drive resident, to the Select Board for appointment as a full commissioner at its August 23 meeting. Consultants wetlands expert Paul McManis found that a sports field at 10 Draper Road had been expanded by the previous owner to a rectangular footprint roughly 2,900 square feet beyond the triangular area approved under the Rivers Act — nearly doubling what was permitted within the outer riparian zone of an approximately 82,000-square-foot riverfront lot. The agent called it "a substantial violation of the order of conditions," and the commission directed McManis to review historical records and submit a scope and cost estimate for continued analysis, to be paid by the current property owner. A separate enforcement order at 12 Miller Hill Road continues on a two-week review cycle, with the commission still awaiting a full tree-removal spreadsheet itemizing species and diameter at breast height before restoration requirements can be finalized.
