Dover Conservation Commission Issues Enforcement Orders on Two Miller Hill Properties

DOVER — November 29, 2023 — Dover Conservation Commission issues enforcement orders on two Miller Hill Road properties and approves a $173,383 fiscal year budget. The board voted unanimously November 29 to issue an amended enforcement order against the owners of 12 and 14 Miller Hill Road, setting a January 3 deadline for a restoration plan following what attorneys for neighboring landowners described as the most egregious wetland violation in The Trustees of Reservations' history, with all restoration planting required by end of spring 2024. A separate enforcement order was issued against 25 Miller Hill Road for eleven months of erosion and sediment discharge into a nearby stream, requiring a compost sock, erosion matting, and drain clearing. Attorney Greg McGregor, representing the affected Rollins family, told the commission that "the site visit was put off, the enforcement order took another month, and now here we are at another meeting in a long-run bad TV series," while contractor Sam demanded bi-weekly progress reports and a four-week rather than six-week restoration deadline. The commission also unanimously approved a two-year order-of-conditions extension and a pervious grid driveway modification for 146 Claybrook Road, closed the hearing and issued an order of conditions for a horse stable at 143 Denim Street, and voted to recommend a conservation restriction for the Dover Land Conservation Trust's Blake property to the Select Board.
