Dover Conservation Commission issues enforcement orders at two properties for unpermitted tree removal

DOVER — February 12, 2025 — Dover Conservation Commission issued enforcement orders against two residential properties for unpermitted tree removal in wetland buffer zones at its February 12 meeting. At 14 Rule Drive, at least 21 of an estimated 37 removed trees were found within the jurisdictional buffer zone, and a National Heritage-identified potential vernal pool on the site triggers an automatic 100-foot no-disturb buffer; the owner, Patrick Corrigan, must submit a notice of intent by March 19. At 90 Claybrook Road, homeowner Tracy described removing roughly five to six trees at her insurer's direction, but Conservation Agent Janet's inspection found removals near or within wetland resource areas and unearthed a decade-old unresolved 2013 order of conditions tied to both a new-house construction and a 210-gallon fuel oil spill that cost approximately $200,000 to remediate; a certificate of compliance request is now required. The commission also unanimously approved a certificate of compliance for 42 Troutbrook Road and continued a notice of intent for 105 Haven Street, where proposed additions would reduce impervious surface by 483 square feet.
