Dover Conservation Commission Issues Enforcement Order at Saddle Ridge Road Pond

DOVER — August 9, 2023 — Dover Conservation Commission issued an enforcement order against a first-time homeowner who dredged and cleared vegetation around a backyard pond without permits. At the August 9 Zoom meeting, the six-member board voted unanimously to require the owner of 29 Saddle Ridge Road — identified as Mr. Pierre — to hire a qualified wetland scientist within four weeks to delineate the site, which commission agent Janet said likely qualifies as Isolated Land Subject to Flooding with a 100-foot buffer zone. The board also unanimously approved a negative RDA for the Doverland Conservation Trust's Blake Reservation property on Denim and Strawberry Hill streets, allowing replacement of a collapsed stone culvert with a 15-inch pipe, and granted certificates of compliance for 7 Claybrook Road and 20 Farm Street. Attorney Paul Alpert, representing the estate selling the Farm Street property, confirmed the buyer's attorney had already reviewed the permanent no-synthetic-fertilizer restriction on that parcel. The commission approved agent Janet's invoice of $8,818.75 from the professional services budget.
