Dover Conservation Commission Extends DPW Maintenance Permit One Year, Approves Pet Fence

DOVER — November 20, 2024 — Dover Conservation Commission extended the town DPW's general maintenance permit by one year and issued three other unanimous approvals at its November 20 meeting. The commission voted unanimously to extend the DPW's general order of conditions — first issued in January 2016 — citing the town's ongoing GIS-based culvert and drainage inventory, which DPW Director Kevin said is only about 25 percent complete, leaving too little data to refile a comprehensive permit within a shorter window. A second unanimous vote granted a 60-day emergency certification extension for an Eversource oil-pipeline release at the Chestnut Street Bridge on the Charles River, requiring the company to file a full notice of intent for long-term monitoring no later than January 22, 2025. The commission also issued a negative determination approving a five-foot chain-link dog fence at 7 Rocky Brook Road and authorized the chair to sign the FY2026 budget submission. A contested driveway-improvement notice of intent for 15 Wilson Road was continued after applicants and abutters could not produce a finalized site plan incorporating agreed-upon changes, including preservation of a 20-inch oak tree and relocation of a rubble stone wall.
