Dover Conservation Commission Approves Wetland Delineation, Sets Enforcement Deadlines

DOVER — January 8, 2025 — Dover's Conservation Commission unanimously accepted a revised wetland delineation for the Pastures residential development and approved a $25,000 annual conservation fund article for town meeting at its January 8 meeting. The commission voted 4-0 to accept the Abbreviated Notice of Resource Area Delineation based on a third-party review by wetland scientist Paul McManus, who found the December 18, 2024 survey plan accurately represented all resource area boundaries, but conditioned approval on receipt of a written rationale explaining why the vernal pool delineation was conducted outside of vernal pool season. On enforcement, the board directed letters to owners at Tony Ridge Road, 31 Springdale Road, and 36 Wilsondale — where neighbors reported seven to eight truckloads of gravel arriving near wetlands abutting commission-owned land — with firm submission deadlines and warnings of fines. The commission also voted to grant Eversource an extension to February 19 to file a Notice of Intent for Chestnut Street Bridge restoration, and approved a $128 legal advertising fee update and the commission's calendar year 2024 annual report, which documented 22 NOIs reviewed and 14 orders of conditions issued.
