Dover Conservation Commission approves two permits, stalls contested wetland amendment

DOVER — June 28, 2023 — Dover Conservation Commission closes two wetland permits and stalls a contested amendment at Haven Terrace. The commission voted unanimously at its June 28 remote meeting to issue orders of conditions for 65 Main Street (DEP 144-897) and 130 Farm Street (DEP 144-898), both with seven special conditions recommended by the commission's agent. The long-running Haven Terrace amendment, which involves more than 4,600 square feet of required wetland replication inherited by a current homeowner from prior builders, was continued after the agent recommended hiring independent consultant Paul as a third-party reviewer at the applicant's expense, saying "there has been no formal waiver request" for the reduced replication the applicant's wetland scientist is seeking. The commission also approved its agent's May invoice of $10,965, flagged active erosion-control concerns at 25 Miller Hill after a 3-inch rain event, and opened enforcement discussions for 12 and 14 Miller Hill following a June 20 notice requiring a restoration plan.
