Dover Conservation Commission Approves Springdale Meadow Management Contract, Advances Wetland Cases

DOVER — September 11, 2024 — Dover Conservation Commission approves Springdale Meadow land management contract and advances two wetland cases. The board voted unanimously at its September 11 remote meeting to approve a close-to-$7,000 proposal for a comprehensive management plan for the town's 23-acre Springdale Meadow parcel, delegating contract-signing authority to the commission chair and one other member. Conservation Agent Janet Gould recommended approval after reaching out to three competing firms, all of which quoted higher prices and had limited availability. The board also voted to retain third-party reviewer Paul of Ecotech to peer-review the wetland delineation for the Tisdale Drive 40B project, locally called Red Robin 2, with a large group of abutters expected at the next hearing. A commission site visit to the property surfaced a significant cypress spurge infestation; a contractor suggested a controlled burn as a remedy, but commissioners concluded the liability risk was too high to pursue without further research. The Pagan Lane lot-five driveway notice-of-intent hearing was continued to September 25 pending waiver requests and revised site-plan materials from engineer Kevin Larry of the Jilson Company.
