Dover Conservation Commission Advances Enforcement Cases, Approves Compliance Certificate

DOVER — August 14, 2024 — Dover's Conservation Commission continued a complex Buttercup Lane drainage and deck application and took action on multiple enforcement matters at its August 14 meeting. The commission unanimously issued a Certificate of Compliance for 5 Hartford Street and completed three separate votes finalizing a revised restoration plan and amended enforcement order for 14 Hammond's Crossing, requiring 14 specific corrective actions to be finished by the end of the fall growing season. Conservation Agent Janet told the board that work proposed at 7 Buttercup Lane — including two rain gardens, a crushed-stone drainage channel, and a deck — would provide roughly 1,361 cubic feet of compensatory flood storage against 554 cubic feet of flood-plain fill, calling it "a net environmental impact benefit," and the hearing was continued to September 11. The commission also approved an $8,000 field maintenance contract with Honeywell and a monitoring estimate of up to $3,714 for 12 and 14 Miller Hill, and flagged that the Red Robin rental development has begun occupying units under a temporary permit despite unresolved conservation compliance items.
