Dover Selectmen approve budgeting software and green-light town meeting study. The Board of Selectmen unanimously voted to purchase ClearGov, a municipal budgeting platform integrating with the town's existing ledger system and enabling multi-year forecasting, with a successfully negotiated annual rate increase of three percent instead of five. Chair David M.

Haviland, Members Robyn Hunter and Cam Hudson also unanimously approved five other initiatives: Woodard & Curran's federally mandated MS4 stormwater engineering services for Year 9 (ending June 30, 2027); a $10,000 performance bonus for Town Administrator Michael Blanchard; a solid waste transportation contract with B-P Trucking; municipal accounting services with Aponte & Aponte for FY27; and appointment of the Town Meeting Study Committee, chaired by Haviland and including residents Carolyn Ringel, Amy Collins, Mikel Savage, and Rob Andrews, expected to deliver recommendations by September 1, 2026.
