Dover Select Board Unanimously Backs Town Meeting Warrant, Awards Three Infrastructure Contracts

DOVER — April 16, 2026 — Dover Select Board endorses 24 of 25 town meeting warrant articles, holds one pending final zoning language. Meeting unanimously backing the Warrant Committee's recommendations, the board of Chair Robin Hunter, Dave Haviland, and Cam Hudson flagged Article 5 — a roughly $500,000 Carroll Park project that bundles parking lot drainage repairs with two permanent pickleball courts — saying it intends to voice concerns at the May 4 town meeting floor because sponsors never provided a cost breakout for the two components. Warrant Committee Chair Woody Weiss reported the operating budget held health insurance growth to 8 percent and that all capital items received unanimous committee endorsement. The board also awarded a fully grant-funded $391,275 culvert replacement contract to Aqualine Utility of Weymouth, a $182,072.50 road treatment contract to All States Construction, and approved a professional services agreement with Lyro Hill Corp for the long-delayed Dover Town Library HVAC design. On the planned downtown intersection overhaul — backed by up to $1 million in MassDOT grant funds — engineer Kevin McCabe of TEC presented updated signal-arm renderings but the board pressed for further reductions in signal heads and a widening of the Walpole Street left-turn queue, with Haviland warning, "We need to make this fix be a true and complete fix."
