DOVER -- April 14, 2026, Dover Board of Selectmen unanimously endorses 25 town meeting warrant articles and awards a fully grant-funded culvert contract. The board, consisting of Chair Robin Hunter, Vice Chair Dave Haviland, and member Cam Hudson, voted April 14 to back all Warrant Committee recommendations except Article 19, a site plan review zoning bylaw held pending final Planning Board language, while reserving floor time at the May 4 annual town meeting to flag concerns about the Carroll Park article, which bundles a needed $500,000 drainage and parking fix with permanent pickleball courts whose separate cost neither the DPW nor the project proponents would break out. The board awarded a construction contract to Aqualine Utility Inc. of Weymouth at $391,275, the low bid among seven, for the Dedham Street culvert replacement, fully covered by a state community one-stop grant and federal earmark, and approved a companion engineering contract with Woodard and Curran at no additional town cost. Engineering firm TEC presented updated intersection renderings for a MassDOT bottleneck grant worth up to $1 million but drew pushback on signal head counts and inadequate left-turn capacity on Walpole Street, with no vote taken and a public information session planned for after town meeting.
