Dover Select Board approves new police officer, advances $764,524 for school roof, and ratifies DPW union deal. The board voted unanimously on all three substantive items at its July 7 remote meeting, with Chair Dave Haviland joined by members Kim Testoni and Robin Patt. Police Chief Joe Vinci presented Daniel Shaheen — previously of the Halifax Police Department and Simmons University — as the replacement for retiring 25-year veteran Richard Colomore, with an expected start date of July 20.
Finance Director Chris Heep walked the board through a master list of year-end FY26 appropriation transfers, characterized by Patt as administrative geography rather than true overruns: "You were over in some areas, you were under in others." The board also moved $764,524 in available cash to meet a July 15 regional school roof funding deadline ahead of a broader bond anticipation note issuance planned for later this summer. Following executive session, the board approved a three-year memorandum of understanding with Local Union 1116, representing DPW employees, retroactive to July 1, 2025.
