Dover Select Board Approves $290,000-Plus in Year-End Budget Transfers

DOVER — July 10, 2025 — Dover Select Board unanimously approves more than $290,000 in year-end budget transfers and seven contracts at July 10 meeting. Chair Robin Hunter and members Dave Havlin and Pam Hudson approved a ten-transfer package covering a roughly $160,000 deficit in the Select Board professional services account, driven by extended vacancies in the treasurer's and accounting offices, plus a $93,500 IT shortfall tied partly to a new municipal fiber ring connecting all town buildings. Town Administrator Michael Blanchard also secured board approval of a renewed engagement with Clifton Larson Allen LLP for fiscal year-end closing support and said the town received three responses to its housing study RFP — a marked improvement over a prior solicitation that drew one unusable bid. Blanchard announced a Massachusetts Department of Transportation bottleneck grant for an engineering study of the Center, Springdale, and Walpole street intersection, with up to $500,000 available for implementation, and noted new Town Planner Melissa Tuuchirazzie started Monday. The Planning Board is scheduled to update the Select Board on MBTA Communities zoning at the July 24 meeting, with a public hearing September 8 and a special town meeting September 29.
