Dover Finance Committee Sets Course for Leadership Election, Blue Book Reform

DOVER — May 14, 2025 — Dover's Finance Committee moved toward formalizing its leadership succession rules and a blue book overhaul at its May 14 meeting. The committee, which serves as the town's Warrant Committee, debated a proposal from Chair Woody requiring two years of service before a member could seek the chairmanship and one year before seeking the vice chair, with annual competitive elections by secret ballot to be completed before the June 30 end of the fiscal year. Members backed the idea broadly, citing a steep learning curve that made short-term chairs less effective. A departing member identified as Cam, who noted it was his final meeting before joining the Select Board, urged the group to stagger chair terms to avoid losing institutional knowledge at transition. The committee also flagged a printing budget overrun — $9,600 appropriated against an actual cost of roughly $11,100 — and warned that several reserve fund transfer requests from town departments were likely before fiscal year's end, each requiring a formal committee vote.
