Dover Finance Committee Reaches Full Roster, Eyes Earlier Budget Season

DOVER — September 25, 2025 — Dover Finance Committee opens budget season with $5.5 million in capital requests already identified. The nine-member panel, now at full complement after welcoming longtime Dover resident Dick to the committee, held a brief organizational meeting September 25 and previewed a capital budget roughly twice as far along as in prior years, aided by the Select Board's engagement of the Collins Group consulting firm. Chair Woody said Town Administrator Michael Blanchard put the total identified capital requests at approximately $5.5 million, with the previously deferred underground fuel island project expected to return as a contested item. The blue book working group, led by Mish and including Nina and Woody, reported that Town Administrator Chris Costello has found a commercial printer that could cut last year's printing costs by roughly half, while a guidance letter working group led by Gavin, Marty, and Kevin recommended a standardized budget template requiring departments to submit contingency figures at both higher and lower funding levels — a direct response to what Woody called an "annoying" lack of standardization in how department heads have historically presented to the committee.
