Dover Finance Committee Pushes for Visuals, Color Charts in Annual Blue Book
DOVER — January 7, 2026 — Dover's Finance Committee moves to overhaul its annual blue book with charts and color graphics ahead of a strained budget season. Meeting remotely on January 7, the committee reviewed town levy data showing Dover's actual tax levy at $41,356,000 against a maximum levy of $44,082,000, leaving roughly $2.725 million in excess capacity — a healthier cushion than most eastern Massachusetts communities. Members agreed the existing warrant committee report, described as "a string of numbers separated by a few ands," needed to be replaced with simple bar charts, pie charts, and possibly a red-light, yellow-light, green-light summary framework, all within two to three pages. Health insurance premiums are rising $400,000 this cycle, and neighboring Sherborn faces a potential Prop 2 1/2 override after coming in $585,000 over its levy limit. The committee also flagged the DPW's $1.7 million fuel island replacement as the likely flashpoint at spring Town Meeting, with the Select Board having accepted the proposed site but not yet approved the project.
