Dover Select Board Votes to Block Keno Monitor at Wine Shop, Permits Rehearing

DOVER — October 23, 2025 — Dover Select Board objects to Keno monitor at Dover Wine Company, leaving a narrow window for the owner to appeal. The three-member board — Chair Robin Hunter, Dave Havlin, and Cam Hudson — voted 3-0 Thursday to formally notify the Massachusetts State Lottery Commission of its objection to installing a live Keno display screen at the downtown market, which already sells lottery products. Members cited concerns about gambling addiction, limited parking in the town center, and the fact that the store owner, identified as Narav, did not appear at the meeting to make his case. Hudson said he would "be holding my nose" supporting the screen, while Havlin described seeing Keno players at screens in other towns as resembling addiction. The board set an internal deadline matching the lottery's own: if the Dover Wine Company owner requests a special hearing before October 30, the board will reconsider. In a separate unanimous vote, the board appointed longtime Dover resident Shoa Frey to the Open Space Committee for a two-year term ending June 30, 2027.
