Dover Select Board Approves Community Center Fees and Environmental Monitoring Contract

DOVER — August 7, 2025 — Dover Select Board unanimously approved a new rental fee schedule for the Carol Community Center and renewed an environmental monitoring contract at its August 7 meeting. Chair Robin Hunter and members Dave Havland and Ken Hudson approved a tiered fee structure for the newly built center, with weekday rentals covered by on-site staff and weekend rentals carrying a flat custodian fee of $120 for a half day and $240 for a full day; the board directed staff to develop a formal accompanying policy and to index fees annually to the Boston Consumer Price Index. The board also approved a third consecutive year of environmental monitoring services from Langden Environmental LLC for the town landfill and transfer station at the same price as prior years. New Town Planner Melissa Sanuchi Rosie was appointed Dover's delegate to the Metropolitan Area Planning Council through June 30, 2028. The meeting's longest discussion focused on the MBTA Communities Act, with Hunter warning that non-compliance could cost Dover the equivalent of half its annual operating budget in lost grants, citing Marblehead's loss of Chapter 90 highway funds as a live example; the special town meeting where residents will vote on compliance is set for September 29.
