DOVER — Warrant Committee hears four departmental presentations ahead of March town meeting. Park and Recreation Director Mark Ghiloni cited staffing burnout at the Community Center; Capital Budget Chair Barry Goldman identified capital pressures and debt service as the primary FY27 challenge; Town Planner Melissa SantucciRozzi requested $263,522 for the Planning Board, an 8.8 percent increase driven by salaries, and is sponsoring three warrant articles including a $150,000 Master Plan funding request.
