Dover Select Board Approves June Liquor Licenses, Sets Special Town Meeting Date for September 29

DOVER — May 29, 2025 — Dover Select Board sets September 29 special town meeting date for MBTA Communities Act zoning vote. The Planning Board, represented by member Carol, told the board that Dover submitted its proposed zoning bylaw and County Court overlay district location to the state Executive Office of Housing and Livable Communities on May 15, with state review expected to conclude well before a December 31 compliance deadline; the board said County Court was residents' "overwhelming" first choice across four or five public information sessions. The Select Board agreed to send an immediate email to all town boards and committees asking them to hold September 29 clear, and member Dave Havlin urged same-day outreach to sports leagues before fall schedules are locked. The Open Space Committee reported that once a conservation restriction on the Hale property is finalized — expected by late June — 40 percent of Dover's roughly 10,000 acres will be formally protected open space, up from 33 percent today. The Sustainability Committee outlined plans for an all-volunteer energy coaches program and a state-grant-funded climate action plan, with a proposed kickoff meeting of all relevant town committees targeted for early September.
