Dover Select Board Approves Energy Aggregation Deal, Splits on Water Permitting Vote

DOVER — May 22, 2025 — Dover Select Board reorganizes under new member Cam Hudson and takes split vote on water permitting step. The board, chaired by Robin Hunter in her third year and joined by Clerk Dave Aland and newly sworn-in member Hudson, voted 3-0 to approve a $714,350 intergovernmental agreement with Sherborn and the Dover-Sherborn Regional School District to fund a turf replacement project, part of a $1.68 million campus effort. The board also voted unanimously to waive roughly $20,000 in building permit fees for a $2 million rooftop HVAC project at the regional high school. In a 2-1 vote — Aland dissenting — the board authorized submission of an Environmental Notification Form to begin a multi-year MWRA water interconnection permitting process, contingent on town counsel confirming the filing is non-binding; Aland warned the interconnection could fuel Chapter 40B development and "completely ruin the rural community that we all moved to." The board unanimously approved a consulting contract with Mass Power Choice for a municipal energy aggregation program approved at 2024 town meeting, and voted 3-0 to trial a four-day townhouse schedule beginning June 16, closing Fridays while extending evening hours to 7 p.m. on Tuesdays.
