Other Committee · Meeting of May 13, 2026
Dover consultant candidates pitch board-size study for $7,500. The Board of Selectmen Membership Study Committee, chaired by David Perez, interviewed Anthony Wilson of the UMass Boston Collins Center for Public Management and retired Foxborough town manager Bill Keegan of CSS, both bidding to study whether Dover's three-member Board of Selectmen should grow to five members. Town meeting appropriated $7,500 for the study; Wilson estimated a four- to five-month project and Keegan two to three months, both saying their fees would fit that budget.
Wilson noted "there's very limited to no academic research on the select board size," while Keegan cited open meeting law exposure, warning that with only three members, "if you go down from three to two ... there's a potential open meeting law violation." The committee approved its minutes unanimously and voted to reconvene May 19 at 6:30 p.m. to pick a consultant.
