Other Committee · Meeting of January 13, 2026

Dover's Carroll Community Center Building Committee voted 4-0 to approve a final $50,000 not-to-exceed payment to design firm Fennec McCready. Chair Dick Malcolm and members David Billings, Luciana Birdie and Ruth Townsend also approved $7,900 in contractor invoices and a $600 abutter fence-post-wrap request tied to a pending legal settlement. Billings pressed architect Katie on "when does the town of Dover get to recoup the costs" of project delays, including a missing entryway gutter, but Katie said she "can't promise you perfection" and that errors-and-omissions claims are a separate process from standard design work.

Total approved change orders stand at $910,000, with construction 99.7 percent complete and worst-case contingency down to $245,000, about 10 percent of budget. The next meeting is set for February 10.
